He was also a member of the House Committee on Homeland Security’s Subcommittee on Emergency Preparedness, Response, and Recovery, and was a strong supporter of the Affordable Care Act.
Payne Jr. was known for his commitment to public service and his deep understanding of the struggles faced by working families. His dedication to his constituents was evident in his work as Newark City Council President and as a member of the Essex County Board of Commissioners.

While the exact cause of his death is unknown, Payne Jr. was hospitalized on April 6 after suffering a cardiac episode related to complications from diabetes. Reports indicate that he had suffered a heart attack.
Payne Jr. leaves behind his wife, Beatrice, and their three children, triplets Donald III, Jack, and Yvonne. Murphy paid tribute to the late congressman, stating that his love will live on in his family and in the communities he served so passionately.
